The Hayden Urban Renewal Agency was established in 2005 by the Hayden City Council. On December 13, 2005 the Agency's Capital Development Plan was adopted. The plan addresses Idaho Code 50-20, Urban Renewal Law, for the purpose of remediation of blight in relation to community development, and Idaho Code 50-29, Local Economic Development Act, for economic development.

Hayden URA purchased the Owl Cafe property in March 2024. It has not been decided what the property will become.
Future planning together with the City will help determine the use of the property.
The Hayden Urban Renewal Agency is working to enhance the quality of life for the citizens of Hayden and the region through remediation of blighted properties, redevelopment partnerships and construction of public infrastructure. Additionally important to the mission of the agency are excellence in urban design including the provision of public art, and strategic planning, of projects and plans oriented toward job creation.
